Our Plan - Periodicals 2000

  • Purpose: To provide access to a broad and expanding range of periodical resources at Andrews University to that information is available whenever and wherever it is needed

Periodicals 2000

  • Fiscal Objective: To reduce the total increase in annual subscription and access costs to not more than 50% of the average annual serials price (approx 5%). This rate will be known as the Periodical Cost Benchmark (PCB)

12 Point Plan...

  1. Administration and faculty recognize that there is a crisis in periodicals funding.


  2. Administration and faculty recognize that electronic technologies provide new and innovative ways to access periodical resources.

  1. The JWL Periodicals budget is redefined to encompass electronic full-text and document delivery as well as traditional print subscriptions.


  2. Funds and shifted from the Library's Book Budget to the Periodicals Budget.

  1. Recognize that JWL has archival responsibility in some subject areas while "access" to periodical literature is acceptable in other subject areas.


  2. Develop a profile for each academic department in respect to its use and dependence on periodical resources.

  1. Target journals which show consistent price increase above the PCB rate for evaluation by librarians and department faculty


  2. Implement a Current Awareness Service and rapid Document Delivery as a subscription alternative to high cost/low use journals.

  1. Reorganize existing interlibrary loan procedures to provide rapid fulfillment of journal article requests.


  2. Collaborate with other academic libraries, via consortial agreements, for cooperation in collection development, database access and preservation.

  1. Administration encourages faculty to have computers and printers which are adequate for accessing and using the library's electronic resources, and the Library provides training in the use of those resources.


  2. Have department faculty representation on the JWL Resources Development Committee.
